These guidelines apply when you create or join Hardened Whisper private chat. They supplement the Terms. If they conflict with law, the law controls.

1. Purpose
Whisper exists for lawful, time-limited, private conversation.
It is not a tool to commit, plan, conceal, or facilitate illegal activity. There is no safe harbor for crime.
2. You are responsible
By creating or joining a Whisper session you confirm that:
- You will use Whisper only for lawful purposes.
- You are responsible for what you send and for who you share the QR with.
- Anyone who scans your QR may join within the session limits — share carefully.
- You have read the Whisper Privacy Notice and agree to the Terms, including §7.1 (Whisper purpose) and §17 (Prohibited Conduct).
Buzzio generally cannot read Hardened Whisper message bodies (end-to-end encryption). That does not excuse illegal use. Participants remain solely responsible for what they say and do.
3. What is not allowed
Do not use Whisper for any activity banned in Terms §17, including:
- CSAM or exploitation of minors
- Terrorism, violent extremism, or credible threats
- Illegal drugs, weapons, trafficking, or stolen goods
- Scams, fraud, phishing, or impersonation
- Non-consensual intimate imagery
- Hate-enabled harassment, stalking, or doxxing
- Malware, credential theft, or coordinating other crimes
4. Safety basics
- Do not send money, recovery phrases, or intimate media to people you do not trust.
- End or let expire rooms that should not keep living on devices.
- Protect your phone and optional Chat Lock PIN.
- Report abuse through available in-app tools where possible; for urgent danger contact local authorities.
